Juarez, Chihuahua, Mexico

The caseloads of the investigators for the state prosecutor's office in Juarez, Mexico are completely out of control. There are 20 investigators, and they are responsible for more than 2,000 murder cases. There have been 550 cases so far in first four months of 2009.

Unfortunately less than 1% of the cases have sent someone to a judge. These are not even convictions. What this means is that in 99% of the murder cases no one even gets prosecuted. And the situation is not improving.

A failed country? The place is riddled with corruption and has been for many years. I hate to say it, but the Mexican culture seems to accept dishonesty and corruption. Rule of law is irrelevant if you have a little money to pay bribes. The jurisprudence system in Mexico is dysfunctional. This is a pretty good start towards a failed country.

And there are people who claim that America wants to take over Mexico. This is complete lunacy. America certainly does not want to control or own Mexico, it is simply trying to protect itself from a spillover of this rampant lawlessness into America.
